Connecting within the community. As tensions mount as people move to avoid rising sea, to access fresh water and seek food wars will occur. Already included in military planning. When this happens communication will be restricted and the internet cut off.

• How do we replace emails, internet – do we need a parallel system,.

• Shortwave radio phones – range, charging and able to print

• Set up local radio, solar powered

• Citizens band base stations

• When would the internet or phones be switched off

• Government will prevent panic and opposition by control

• How will army, police, local government react

• Training in building and repair of equipment, computers

• Semaphore?

• How much of this needs to be in place quickly, before its too late
